BID Policy refresh

We are refreshing the Business Improvement District (BID) Policy, 2022 / Kaupapa Here ā-Rohe Whakapiki Pakihi and its supporting documents.

The refreshed policy and supporting documents are now open for feedback until 28 February 2025. We would like feedback from:

  • BID-operating business associations
  • BID affiliates and members
  • non-BID business associations
  • council departments
  • other external stakeholders.

We are refreshing the policy to:

  • add to and clarify sections of the policy regarding minimum reporting requirements for BIDs, including projects that relate to setting up a new BID programme and expanding existing BID areas
  • to clarify parts of the policy and supporting documents relating to issue resolution (section five).

We will update the policy based on:

  • observations and feedback from working with the 2022 policy
  • annual compliance requirement reports
  • several complex governance and management issues.

We will submit the refreshed policy to the Governing Body in April 2025 and the updates will take effect on 1 July 2025.

At the same time, we will also re-sign the three-year BID Targeted Rate Grant Agreement. This will take effect in July 2025. This agreement sets out the terms of the relationship between Auckland Council and BID-operating business associations.

  • the executive committee
  • association members
  • BID affiliates.

It is important they are all given an opportunity to provide feedback.

BID Policy background

The Finance and Performance Committee approved the current BID Policy on 26 July 2022. It became operative on 1 August 2022. BIDs are business areas within Auckland where local business and property owners agree to work together, with support from the council, to:

  • improve their business environment
  • promote innovation and economic prosperity
  • attract new businesses and customers.

The Auckland Council BID Policy is supported by a three-year BID Targeted Rate Grant Agreement (BID Policy section 2.4) that sets out the terms of the relationship between Auckland Council and a BID-operating business association.

Purpose of the BID policy

The BID policy outlines how Auckland Council works with BID-operating business associations in Auckland.

The policy:

  • provides a framework for the governance, accountability and management of BID programmes
  • aims to sustain public trust and confidence in the BID programme
  • balances Auckland Council’s role in the programme with the independence of BID-operating business associations.
